Ghazal Hill worked closely with ‘S’, a 16-year-old facing significant safeguarding concerns, including missing episodes, risk of Child Sexual Exploitation, and criminal involvement. The local authority issued care proceedings, and an Interim Care Order and Deprivation of Liberty restrictions were granted to ensure S’s safety.
Ghazal facilitated S’s meetings with the Judge, ensuring her voice was heard, especially when her views diverged from the Guardian’s. Initial progress meant DoL restrictions weren’t extended, but S struggled in a new placement and was temporarily returned to her mother due to a lack of alternatives. When the local authority proposed a final care plan with a Care Order and a move to a more suitable placement, Ghazal successfully argued for a firmer plan, which the judge endorsed.
When the mother’s placement broke down and further DoL restrictions were sought, S opposed the application. Due to a conflict with the Guardian’s position, Ghazal directly represented S. The restrictions were granted, and care proceedings concluded in September 2024 with a Care Order for S to remain in her current residential unit. This case highlights the importance of direct and compassionate representation for competent children in care proceedings.
